SUMMARY

  • Performs functions required to operate the Accounts Payable, Accounts Receivable, General ledger in Quick Books and other accounting programs. Assist in audit, report preparation and documentation. 

  • Process and verification of NORCOR payroll; compute and process payments related to state and federal taxes, retirement and other benefit plans; perform other finance related duties in the department as required.

  • Collect and manage cash balancing and reconciliation and depositing of cash for NORCOR.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  1. Gathers and verifies departmental information relating to payroll, Accounts Receivable and Accounts Payable.

  2. Accurate input of financial data into the accounting system.

  3. Performs processing duties on computerized accounting system.

  4. Troubleshoot computer problems involved with the accounting function and maintain payroll software in conjunction with software provider and IT personnel.

  5. Calculate and process state and federal taxes, retirement, and benefit plan reports and payments.

  6. Maintains accurate records on payroll, fringe benefits, and related personnel information.

  7. Maintains accurate records of benefit plans and costs and coordinates same for employees and managers. 

  8. Reconciles major medical and dental insurance billings and creates payment voucher.

  9. Works with administrator and supervisors on Human Resources personnel/payroll matters.

  10. Works with administrator and auditors on annual audit as required.

  11. Participates as a resource with other NORCOR staff during Collective Bargaining sessions.

  12. Assists on debt collection, reconciliation and reporting.

  13. Responsible for daily incoming cash flow; balances, deposits and enters cash receipts.

  14. Assists the public and employees with all inquiries on the phone and at the public counter as necessary.

  15. This position may also act as secretary to the Board of Directors of NORCOR. Manages the public notification and publishing of notices of meetings of the board. Records and maintains the minutes of the meetings.

  16. Maintains confidentiality of departmental matters. 

  17. Establish and maintain an effective working relationship with the public and co‑workers.

  18. Any other duties as may be assigned.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE:

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

NURSE PRACTITIONER

 GENERAL POSITION SUMMARY:

  • The Nurse Practitioner is responsible to ensure the delivery of quality and safe medical service to all inmates/detainees of the NORCOR facilities.  The individual in this position will provide clinic services that reflect high standards of medical care required by Oregon State standards.

SCOPE OF SERVICE:

  • The Nurse Practitioner in this department must demonstrate the knowledge and skills necessary to provide care appropriate to the age of the juveniles and adult inmates served in this agency.  Based on this knowledge, he/she provides services according to the identified medical needs.  The adult & juvenile inmates served by the Nurse Practitioner consist of clients of a wide range of age, cultural, and philosophical background.

ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES:

1.                  Performs medical examinations and evaluations, diagnoses, treatment, follow-up and consultations.

2.                  Review medical and mental health screening forms on all newly admitted inmates/ detainees in a timely manner as required by NORCOR medical policies.

3.                  Obtains patient histories and develops patient care charts, ensuring completeness and accuracy.

4.                  Prescription of care including medication.

5.                  Prepares test request forms for collection and testing of patients as necessary.

6.                  Ability to assess and take care of the patient, handling all equipment requiring manual dexterity.

7.                  Patient file documentation and filing completed in a timely and accurate manner.

8.                  Ability to accurately communicate and handle phone calls.

9.                  Assist in the medical training of the Health Trained Officers and Detention Staff.

10.              When required, make arrangements/referrals for evaluation or treatment services not provided by NORCOR. Services such as complex and high priority cases to outside medical facilities with regard to complicated diagnostic problems, serious illness, complicated therapeutic problems, re-evaluation and chronic conditions.

11.              Ability to perform phlebotomy if required.

26.              Order and inventory prescription medication, over the counter medication, and assures proper storage of controlled substances, needles and syringes, to conform to applicable law and security requirements.

27.              Re-evaluate medication in stock. Check for current expiration dates and return to the vendor outdated medications. Maintain records of disposition of all medications. Review formulary of emergency medications yearly with the Facility Administrator for update of formulary and policy.

28.              Maintain adequate medical supplies to provide timely care for the inmates/ detainees.

29.              Takes vital signs such as pulse rate, temperature, blood pressure, weight/ height, blood sugars tests, and observes patients to detect response to specified types of medications and prepares reports/ charts as needed.

30.              Schedules appointments or follow-up appointments for the inmate’s/ detainees.

 SUPERVISORY RESPONSIBILITY:

  • Medical service oversight

SUPERVISION RECEIVED:

  • Receives some direction from the NORCOR Administrator.  Employee evaluations will be completed by the administrator considering the recommendations of the medical staff and corrections supervisory staff.

LICENSES REQUIRED:

  • Possess valid Oregon Nurse Practitioner License, have a Master’s Degree in nursing and have graduated from an accredited nurse practitioner program. Have a DEA license to prescribe and dispense medication.  Must possess a valid driver’s license.

QUALIFICATIONS:

  • The Licensed Practical Nurse in this department must demonstrate the knowledge and skills necessary to provide care appropriate to the needs of the juvenile detainees and adult inmates served in this department.  Based on this knowledge, he/she provides services according to the inmates/ detainees physical and/ or mental disorders during confinement at NORCOR.  The inmates/ detainees served by the Licensed Practical  Nurse consists of clients of a wide range of age, cultural, and philosophical background all of whom are incarcerated/ detained in the NORCOR Facilities.

  •  The noise level in the work, environment is usually moderate.

  •  Must remain constantly alert and observant throughout your shift

  • May be required to work weekends and overtime.

  •  May include dealing with verbal abuse, combative, or threats to self and family from inmates/ detainees. While this is systematically controlled, it may occur from time to time.
